Here's a compact, abridged version of the Operations Plan for Portland Neighborhood Emergency Teams.
The idea behind this document and its size was to provide NETs with a compact reference that provided only the information that a volunteer would need immediately prior to or during a major disaster, one that qualified for self-deployment as defined in the NET Guidelines. It draws on several sources which are cited in the document.
This version is designed to be finished as 3 "x 5" pages, lamination is recommended, that could be placed in a small loose-leaf six-ring binder. Or the pages could be held together with a single split ring (one hole in each page), or simply stapled along one edge.
There is a reduced (e.g. fewer pages) NET Guidelines (which NETs are encouraged to print and store with their NET gear) but even it, in the author's opinion, contains more information than a volunteer needs during a response.
Other CERTS may find it of some value; for some of it's content or the format.
